Because the powder didn't evolve the pheru by accident, but by design. You seem to be under the impresion that the powder was just powder that by a fluke accident merged with the pheru and the flood was made, however it is much more likely that it was a trap laid buy flood from another galaxy. The flood are known to be hyper intelligent, so they devoleped pre-flood powder that was designed to infect the host down a path they developed. So tell me, which sounds more likely, that some how out of know where magical powder comes and transforms pheru into the flood, or that the powder was designed by flood to transform other species into their own.
